City Manager

The City Manager is the chief administrative officer of the organization and is appointed directly by the City Council. The City Manager is charged with overseeing all activities and services provided by the City of Saline. The City Manager is responsible for administering all City departments, enforcing all laws, provisions of the City Charter and acts by the City Council. The chief administrative officer is also responsible for making reports and recommendations to the City Council.

About the position
The City Manager is charged with overseeing all activities and services provided by the City of Saline.
Specific Duties & Responsibilities:

Serves as final operating authority for budget, establishing the priorities of programs in relationship to income, authorizing expenditures, and developing funding mechanisms.

Approves purchases in conformance with City ordinances and established purchasing procedures.

Recommends purchases for approval by City Council.

Develops purchasing directives for City department heads and policies for City Council approval.
-
Regularly works with local partners on developing and implementing projects and ideas.
-
Works with City's Business Ambassador, other staff, and local partners regarding economic development activities, including recruiting new businesses and retaining existing businesses.

Works with developers interested in bringing residential, commercial, and industrial development to Saline.
-
Negotiates labor contracts with collective bargaining groups; Oversees the administration of those contracts, including the settlement of grievances.

Responsible for presenting a six-year Capital Improvement Program Budget to maintain and improve the community's infrastructure to Council annually.

Determines broad policy for operating departments, recommends to Council, department heads, and all other employees.

Monitors activities for conformance to Council mandates, departmental objectives, and community needs.

Regularly conducts staff meetings to coordinate departmental activities, receive progress and general briefing reports, and to identify and develop solutions to problems.

Responds to correspondence and telephone inquiries relating to City operations, policies, and postions of a variety of issues.

Develops personnel policies for recommendation to City Council. Hires, counsels, and, when necessary, terminates City employees.

Directs the purchase, utilization, maintenance, and control of City-owned land, buildings, and equipment.

Proposes funding mechanisms, ordinances, and zoning regulations to the City Council in the interest of orderly community growth and development.

Conducts annual personnel performance evaluations, and quarterly check-ins, for all department heads and City Manager’s office staff.

Prepares, or directs the preparation of, special studies and reports as requested by the Council. Reviews and presents analyses and findings and makes recommendations on appropriate actions.

Monitors proposed legislation at the state and federal level and recommends policy positions with respect to proposals which affect municipalities in general and the City of Saline in particular.

Interacts extensively with federal, state, and county government representatives to coordinate programs, funding, information, and legislation related to a variety of common interests.

Meets with citizens and community groups on a variety of topics related to municipal administration.

What We Are Looking For...
Under the general direction of the City Council, serves as chief administrative officer for the City of Saline, directing and coordinating the functions of all City departments and related agencies. Provides professional advice and recommendations on all matters before the Council and directs the implementation of mandates. Plans and administers City budget on a day-to-day basis. Directs labor relations and personnel management activities. Participates in the design and implementation of major civic development projects. Is responsible for the satisfactory provision of services to City residents. Represents city on various boards and committees (Saline Area Chamber of Commerce, Saline Main Street Board of Directors, Washtenaw County Brownfield Redevelopment Authority Board, among others).

QUALIFICATIONS​

Competitive candidates will have a bachelor’s degree. Masters degree is preferred.

7 - 10 years of progressively more responsible experience in local government administration, policy administration, or another related field in a comparably complex environment.

At least 5 years as a department head, executive level director, or chief executive; preferably with prior local government manager experience.

Compensation: $108,308-$190,473 DOQ

Car allowance $450 per month.

The City currently contributes about 10% into the defined benefit portion of the MERS plan. The employee then chooses to contribute to 1% to 10% into the retirement plan. The employee also has the option to contribute to a MERS Health Care Savings account or a 457 plan.
A relocation package will also be available for the right candidate.
